13.12.2023: Annual Accounts & MD(s) EAGF/EAFRD (FY2023) available in Production

The module on Annual Accounts and Management Declaration(s) for the Paying Agency and the Coordinating Body (as relevant), pursuant to Article 33(1) and (2) of Regulation (EU) 2022/128, is now available in SFC2021 Production environment https://webgate.ec.europa.eu/sfc2021/sfc-fo/home under menu ‘EXECUTION > Annual Accounts and MD(s) (EAGF, EAFRD)’

Examples of XML files that need to be adapted and uploaded in the Annual Accounts and Management Declaration(s) module are available as follows:

The XSD file, that defines the structure of this XML, is also available under the same links.

In order to be able to create the Annual Accounts and Management Declarations, upload the XML files (under section ‘General > Documents’) and submit the Accounts and the Management Declaration(s) to the European Commission, the Member States’ users must have the MS Paying Agency (MSPA) role and also the MS Coordinating Body (MSCB) role (if they have nominated such Coordinating Body), for both EAGF and EAFRD.

Please note the data on the monthly/quarterly declarations of expenditure is taken into account for the automatic calculation of differences between the annual declaration and the interim declarations as follows:

  • For the monthly declarations (EAGF) – the declarations that are with status “Signed/Sent”, usually up to the declaration for October 2023;
  • For the quarterly declarations (EAFRD)- the declarations that are with status “Accepted by EC”, usually up to the declaration for Q3 2023.
