About SFC2021

SFC2021 is the electronic data exchange system for all official exchanges of information between the Member State and the Commission concerning the CPR Funds management as set in Article 69(9) of the Regulation (EU) 2021/1060 of the European Parliament and of the Council of 24 June 2021 laying down common provisions on the European Regional Development Fund, the European Social Fund Plus, the Cohesion Fund, the Just Transition Fund and the European Maritime, Fisheries and Aquaculture Fund and financial rules for those and for the Asylum, Migration and Integration Fund, the Internal Security Fund and the Instrument for Financial Support for Border Management and Visa Policy.

ESF+ 

The European Social Fund Plus (ESF+) is the European Union’s main instrument for investing in people. It integrates the former European Social Fund, the Youth Employment Initiative (YEI), the Fund for European Aid to the Most Deprived (FEAD) and the EU Programme for Employment and Social Innovation (EaSI).

With a budget of €99.3 billion for the period 2021-2027, the ESF+ will continue to make an important contribution to the EU’s employment, social, education and skills policies, including structural reforms in these areas.

 

 

EGF

The European Globalisation Adjustment Fund for Displaced Workers (EGF) helps workers or self-employed find new jobs and develop new skills when they have lost their jobs, no matter what caused the job displacement. EGF is a special EU instrument to express solidarity with displaced workers.

 

EAFRD,EAGF and IPAd

Launched in 1962, the EU’s common agricultural policy (CAP) is a common policy for all EU countries. The CAP budget is divided between two funds (often referred to as the “two pillars” of the CAP): the EAGF supporting income and agricultural markets and the EAFRD dedicated to support for rural areas.

While the Commission bears overall responsibility for the financial management of the CAP, it normally does not make payments to beneficiaries. Most of the CAP budget is implemented under so-called “shared management” between the Commission and EU countries, with the remainder falling under “direct management”.

The new CAP, which starts in 2023, aims to foster a sustainable and competitive agricultural sector that can support the livelihoods of farmers and provide healthy and sustainable food for society, as well as vibrant rural areas.

The policy focuses on nine specific objectives, linked to common EU goals for social, environmental, and economic sustainability in agriculture and rural areas.

Each EU country will design a national CAP strategic plan, combining funding for income support, rural development, and market measures. When designing their strategic plans, EU countries will contribute to the nine specific objectives through a toolbox of broad policy measures provided by the Commission, which can be shaped around national needs and capabilities.

ISF:

The Internal Security Fund (ISF) addresses the evolving security challenges in view of realising the Union’s objective of constituting an area of freedom, security and justice under Article 67(3) of the Treaty on the Functioning of the European Union (TFEU), which is an area of Shared Competence between the EU and the Member States (Article 4, TFEU). The ISF will support measures to promote and support the action of Member States in the field of crime prevention, joint training and police and judicial cooperation in criminal matters in line with Articles 84 and 87 TFEU.

In this context, the ISF pursues the following specific objectives:

  1. to improve and facilitate the exchange of information among and within competent authorities of the Member States and relevant Union bodies, and where relevant,  with third countries and international organisations;
  2. to improve and intensify cross-border cooperation, including joint operations among and within Member States’ competent authorities in relation to terrorism and serious and organised crime with a cross-border dimension;
  3. to support the strengthening of the Member States’ capabilities in relation to preventing and combating crime, terrorism radicalisation as well as managing security-related incidents, risks and crises, including through increased cooperation between public authorities, the relevant Union agencies, civil society and private partners across the Member States.

 

AMIF:

The Asylum, Migration and Integration Fund (AMIF) contributes to an efficient management of migration flows and to the implementation, strengthening and development of the common policy on asylum, and the common immigration policy, in line with the relevant EU acquis and fully respecting the international obligations of the Union and the Member States arising from international instruments to which they are parties. In this context, the AMIF pursues the following specific objectives:

  1. to strengthen and develop all aspects of the common European asylum system, including its external dimension;
  2. to strengthen and develop legal migration to the Member States, in accordance with their economic and social needs and to promote and contribute to the effective integration and social inclusion of third-country nationals;
  3. to contribute to countering irregular migration and enhancing effective, safe and dignified return and readmission as well as to contribute to and to promote effective initial reintegration in third countries;
  4. to enhance solidarity and responsibility sharing between the Member States, in particular towards those most affected by migration and asylum challenges, including through practical cooperation.

 

BMVI:

The mission of the Instrument for Financial Support for Border Management and Visa Policy (BMVI) is to provide support to Member States, to ensure a strong and effective European integrated border management at the external borders, thereby contributing to ensuring a high level of internal security within the Union, while safeguarding the free movement of person within it and fully respecting the relevant Union acquis and the international obligations of the Union and the Member States arising from the international instruments to which they are party.

In this context, the BMVI pursues the following specific objectives:

To support effective European integrated border management at the external borders, implemented by the European Border and Coast Guard, as a shared responsibility of the European Border and Coast Guard Agency and of the national authorities responsible for border management, to facilitate legitimate border crossings, to prevent and detect illegal immigration and cross-border crime and to effectively manage migratory flows;

To support the common visa policy to ensure a harmonised approach with regard to the issuance of visas and to facilitate legitimate travel, while helping prevent migratory and security risks.

 

EMFAF:

The European Maritime, Fisheries and Aquaculture Fund (EMFAF) is established for the period from 1 January 2021 to 31 December 2027. It targets funding from the Union budget to support the Common Fisheries Policy (CFP), the Union's maritime policy and the Union's international commitments in the field of ocean governance.

 

Such funding is a key enabler for sustainable fisheries and the conservation of marine biological resources, for food security through the supply of seafood products, for the growth of a sustainable blue economy and for healthy, safe, secure, clean and sustainably managed seas and oceans.

 

For this purpose, the EMFAF is organised along four priorities:

  1. Fostering sustainable fisheries and the restoration and conservation of aquatic biological resources;
  2. Fostering sustainable aquaculture activities, and processing and marketing of fisheries and aquaculture products, thus contributing to food security in the Union;
  3. Enabling a sustainable blue economy in coastal, island and inland areas, and fostering the development of fishing and aquaculture communities;
  4. Strengthening international ocean governance and enabling seas and oceans to be safe, secure, clean and sustainably managed.
