ACC - Annual Control Report - I want to update the ACR linked in the Accounts, how can I do it?

Yo have to do 2 different things:

1/ Create a new version of the ACR under the Audit tab and update it as needed in SFC2014, then send it again to the Commission.

2/ Create a new version of the Assurance package in the Accounts module in SFC2014. Update the link of the ACR with  the new version and send it to the Commission.

 

ACC - Documents - I would like to submit new documents in the next Accounts version but the section appears in grey. How can I upload the documents?

When a document is submitted to EC within an Annual Accounts previous version (for instance version 2017.0), the section to which the document belongs become 'not modifiable' in the next Accounts versions (2017.1, 2017.2, etc). Thus, the section name will be displayed in light grey.

In case you would like to submit other documents for this section, you will need to ask EC (through the Support Team) to set this section modifiable again.

Exceptions: the 'General>Document' section and the 'X-table data' section are always modifiable.

BAIDP - Error Message - Why do I get an error message when trying to create a new Bi-Annual Indicator Data Provision (EAFRD)?

The Omnibus regulation has been approved & adopted on 29/12/2017 and applies since 01/01/2018. Member States are therefore released from the obligation to comply with Article 66.1.b of Regulation 1305/2013.

Creation of a new BAIDP is no longer possible (last one is BAIDP2017S1) and this module has been closed for encoding in SFC2014. Early Warning notifications have been also disabled.

DoA - Documents - Why can I no longer upload and send the document 'MS form of desigantion of MA/CA'?

If you cannot see the option to select the non-integral document 'MS form of designation (e.g. decree-law) of the MA/CA' is because the DoA has not yet been sent to the Commission.

This change was requested by DG REGIO and implemented in November 2017.

In this way the Member State can send the document associated to the process only when the Authorities have been notified to the EC and not before.

Thus this type of document can only be sent after the DoA object has been sent to the EC.

ACR - Documents -Why can't I create a document if I have the right roles?

You can only attach a file to a National Audit Report & to an Audit Control Report when first the OPs have been identified under the 'Programmes covered' section.

The reason is because as long as there are no programmes covered by the NAR & ACR, the system cannot apply document security based on the Funds covered by these Programmes and therefore requires you to have the document update permission for all Funds.

NAR - Creation - Why can I no longer create a National Audit Report (obsolete)?

As from release version 2.10.7 (29/08/2017) onwards it is not possible anymore to create a NAR referring document under the old menu Audit > National audit report (obsolete), but the referring document "EC comments on national audit report" can still be created and sent by European Commission Users.

The document "MS reply to EC comments on national audit report" remains possible as well but only for the audit reports originally uploaded by the Member State under this module.
