OP - S2 Indicators - Can I modify the measurement unit for Indicators (in a new OP version) ?

This isn't allowed because you'd end up comparing apples and pears when analysing data over multiple versions. If the programme specific Indicator measurement unit is wrong, stop using the Indicator anymore and create a new one. Only the Baseline & Target measurement unit can be modified.

The measurement unit is part of the definition of the Indicator. We cannot allow to change that during the lifetime of the Programme because it will corrupt all reported achievements against it.

OP - S2 Indicators - How to change an Indicator's name or ID

In version 1+ of a Programme, it isn't possible to change the ID or name of an Indicator.

If you wish to make a change to an Indicator's ID or name you will have to:

  1. create a new Indicator
  2. delete the old Indicator records from the Indicator tables (3, 4, 5, 6)

 

If the Indicator isn't used anywhere else (in another table or a previous version of the Programme), then the Indicator's definition will also be deleted and the Indicator will no longer appear in the drop-down list.

Reports - Cofinancing Rate - How to assess total eligible expenditure and national funding for an OP in case of an increase in co-financing rates?

To help National Authorities assessing total eligible expenditure and national funding for an Operational Programme in case of an increase in co-financing rates, a new report called 'Cofinancing Rate' has been developed indicating the new minimum national funding for reaching the maximum EU funding adopted in the decision on the OP.

ACC - Delete Link - Why the 'delete' link does not appear anymore?

The Implementation Report & Accounts versions for AMIF/ISF cannot be completely deleted anymore, so the permissions on the delete action were removed and the link ‘Delete’ will not appear among your options.

In case you need to delete the whole IR or Accounts, you will have to ask your Desk-Officer who will analyse case by case and if they confirm, we will temporarily grant the delete action to you.

IR - How do I complete the Financial Instruments section?

The Financial Instruments (FI) section is now available within Section 8 of the Implementation Report (IGJ), Section 7 of the Implementation Report (ETC) and Section 10 of the Implementation Report (EMFF). For step-by-step instructions on completing this section you can refer to the relevant Impelmentation Report quick guide.

The FI section is mandatory for those Programmes which have started setting-up financial instruments. If no financial instruments are foreseen or the set-up has not started yet, the section does not need to be filled out.

NAR - Documents - I want to upload & send an 'Other MS Document' but I can't, why does it not appear in the list?

You can upload an 'Other MS document' in the documents section of the NAR but only when the report has reached a final status on the Commission side and its status is "Analysed by EC (Observations)" or "Analysed by EC (No observations; to be followed-up in the next annual bilateral meeting)" or "Analysed by EC (Conclusions transmitted to the authorising officer by delegation, cf. Article 83(1.a) CPR)".

 

ACR - Accounts - I want to update the ACR linked in the Accounts, how can I do it?

You have to do 2 different things:

1/ Create a new version of the ACR under the Audit tab and update it as needed in SFC2014, then send it again to the Commission.

2/ Create a new version of the Assurance package in the Accounts module in SFC2014. Update the link of the ACR with  the new version and send it to the Commission.
