IR - Financial Instruments covering more than one Priority Axis

In SFC2014 the name of the financial instrument is used as an identifier and each name can be used only once. If a financial instrument covers more than one Priority Axis, and in order to provide the data for all contributions to the financial instrument, the appreciation of the priority axis should be added under different names, for example,  Investment Holding PA1,  Investment Holding PA2, … in the IR (section 8)   

IR - Table 1 - Result Indicators - Qualitative and Total values

The records in Table 1 are automatically created from Table 3 of the linked programme at creation time (from Table 10 for TA Priority Axes/Specific Objectives). If the authorities have defined the indicator as a qualitative indicator in the programme the achievement values are also qualitative.

When the indicator is a qualitative indicator you need to provide a value for "2019 qualitative" and "2018 qualitative" in Table 1 of the AIR. The total fields will not be editable.

SFC2021 - Draft template and Informal exchange of Information

The draft template for the SFC2021 Programmes is in annex V of the last Proposal for Common Provisions Regulation.

 

Based on the Dec 19 agreement between the co-legislators, there is a consolidated version which was distributed to the Member States by the Council during the legislative discussions, so Member States should already have the template.

 

In the 2021-2027 menu in SFC2014 Member States can upload the document in the format they have in order to be assessed by our colleagues from the Commission side.

 

OP (ETC) - S2 Priority axes Table 5 - Should Specific IDs match Indicator IDs?

In table 5 for the performance framework the IDs for the implementation steps and financial indicators are entered here whereas the IDs for the result and output indicators are selected from the corresponding tables 3 and 4. So table 5 cannot be filled before the specific objectives are created and results and output indicators are defined.

AIR - Section 11 - Table B2.2 - M19, 6A - Indicator T20 calculation

In Table B2.2, the data monitored are from LEADER, therefore the value in terms of jobs created is the data from the LEADER T23. It is associated to the Focus Area 6A because the target indicator of 6A is also in jobs created.

The value in Table B2.2 for the indicator T20 under M19, 6A is calculated by the system once the relevant cells are filled for indicator T23 in Table D :

OP (ETC) - S2 Priority axes - Table 3 - Should a "cumulative" data for both countries be considered or the sum of two identified values?

Result indicators are provided by the specific objectives of the programme.

Should you want to have indicators measured differently between the two participating Member States, you'll need to create two different indicators.

If you use the same name for the indicators and just add the code of the Member State (i.e. RI1IT and RI1FR)  in order to distinguish between them and use the same units it will be easier for you later on to aggregate the data.
