The module on ‘Disaggregated Data on Interventions and Beneficiaries’, pursuant to Articles 9 and 10 and Annex IV of Commission Implementing Regulation (EU) 2022/1475, is now available in SFC2021 Production environment https://webgate.ec.europa.eu/sfc2021/sfc-fo/home under menu ‘MONITORING > Data on Monitoring and Evaluation > Interventions/Beneficiaries (EAGF, EAFRD)’.
We invite the MS who want to report on Financial Year 2023 (non-mandatory reporting) to create their DIB version (one by Paying Agency), introduce information in structured format by uploading XML or CSV file(s), and submit this version to EC (submission deadline = 30/11/2024)
Please note that the encoding period for financial year 2024 (or 2023-2024) (mandatory reporting ) will be open on the 01/12/2024 (submission deadline = 30/04/2025).

The XSD file, that defines the structure of this XML, is also available under the same links.
This XSD file has been adapted in order to allow the MS to provide data on:
- M101: number of hectares of eligible arable land paid for practices for maintenance of non-productive area
- M102: number of hectares of eligible arable land area paid for practices for the establishment of new landscape features
It is now also possible to provide negative values, when relevant, for the result variables .
In order to be able to create a DIB version, upload the XML files (under section ‘General > Documents’) and submit the DIB version to the European Commission in Production, the Member States’ users must have the MS Paying Agency (MSPA) or MS Coordinating Body (MSCB) role for both EAGF and EAFRD. In case the MS users don’t have access to SFC2021 or in case they don’t have the Paying Agency (MSPA) role or the Coordinating Body (MSCB) role, we advise them to contact their MS liaison officer (and precise that the access is for SFC2021 Production).

The guidelines contains business explanations about the DIB data to be reported whereas the tutorial contains technical explanations on how to create, upload files, validate and submit the DIB version to EC. It will also contain the list of all validation rules that will ensure the consistency of DIB data before their submission to EC. Another document with further details on the validation rules will also be published in the coming days.
