13.10.2023: Quarterly Declaration of Expenditure EAFRD: Possibility to upload and sign Paying Agency expenditure data directly from the Paying Agency node

Starting the Declaration of Expenditure EAFRD Q3-2023, it will be possible for the Member State users to upload and sign their Paying Agency expenditure data directly from their Paying Agency node while the Declaration is created on the national/coordination node. Paying Agency node users will have only access to their expenditure data, whereas national/coordination node users will see all the expenditure data of all nodes.
When all Paying Agencies have signed their respective declaration of expenditure, the national/coordination node users can send the entire declaration for Cap plan to the Commission. 

The technical solution used for Q1-2023 and Q2-2023 declarations will remain available. Therefore, it will still be possible for the Paying Agency users with access to the national/coordination node to upload and sign their expenditure from this national/coordination node.
For countries with only one Paying Agency, nothing will change compared to Q1-2023 and Q2-2023

This technical solution is already available in the Acceptance environment of SFC2021 (Test environment for MS users : https://webgate.acceptance.ec.europa.eu/sfc2021/sfc-fo/programming/cap)
The encoding period of Q3-2023 is already opened in this environment, whereas the encoding period for Q3-2023 in the Production Environment will start on 16/10.

The new module ‘Data on LAGs for LEADER – LAG identification’ is now available in SFC2021 Production environment under the menu ‘MONITORING> Data on Monitoring and Evaluation> Data on LAGs for LEADER (EAFRD)’. Click 'View' for more information.

The Commission is closed between the 23.12.2022 and 02.01.2023 inclusive. The presence of the SFC Support team will be very limited during this time. We advise users to complete any urgent tasks before 23.12.2022.
The full EAFRD Report of the Certification Body (CB) (Audit Objectives 1 and 2) is available for testing in the SFC2021 Acceptance environment. The Certification Bodies are invited to test the report in the system and to provide their feedback. Click 'View' for more information.
