For ESF+ programmes, all common and some programme specific result indicators are linked to ‘output indicators used as a basis for target setting’. Logically, these result indicators’ achievement values expressed in absolute number cannot be higher than the achievement to the linked output indicator. However, the rule’s previous version did not differentiate between result indicators expressed as percentage or absolute number.
The modified validation rule only applies to absolute numbers (while result indicator achievements expressed in percentage cannot be higher than 100):
‘Validate when submission period is YYYY06 or YYYY12 in table 10 per priority, specific objective, category of region and gender, for common result indicators and for programme specific result indicators with a measurement unit term = Number, that the value achieved for the result indicator is <= value achieved for the reference output indicator in table 6.’
