My OP has not been approved yet in SFC2007. Can I create the Monitoring Committee dossier anyway?

You will be able to create the dossier, however, it will be difficult to know to which programme it is linked. So you can wait until the OP is approved, or you can create the dossier and add the CCI number of the OP as soon as the OP is approved.
