Will it be any guidance from the Commission on how to split values of indicators between more and less developed regions for systemic/national interventions?

At programming stage, targets can be set (estimated) based on available data on presence of target groups. Or, in the absence of data on target groups, on a population pro rata basis. In monitoring it would be expected that location of the beneficiaries / or the investment are identified by their location in the category of region.
