PA - Roles Required - What roles do I need to create and send the Partnership Agreement?

The creation of a new version of the Partnership Agreement requires a user with Member State Authority (MSA) update access on the top Member State Level Node for the Funds that can be covered by the PA (= ERDF, CF, ESF+, JTF, EMFAF) and that are applicable for that MS. ERDF, ESF+ and JTF are always applicable. CF and EMFAF are not applicable for certain MS.

PA - Cofinancing rate - How do we declare 100% co-financing for the 20-21 accounting period following the COVID19 crisis?

Table 18a covers the entire programming period. Column F should not exceed the maximum co-financing rate and should follow the rules that were in effect before the COVID crisis measures. 100% co-financing is requested only for expenditures declared in accounting year 2020-2021.

The temporary increase in co-financing for expenditures declared during the accounting year 2020-2021 is indicated by checking the box "100% co-financing" in the table.

General - I have added a document but the Commission cannot see it, what can I do?

If a Commission user cannot see the other documents you uploaded, this is because these are type 'Other Member State Document' and are sent independently (as you can see below there is no 'sent date') of the Object (PA, OP, RDP IR etc.).

The following steps should be taken for each document in order for them to be sent to the EC:

If your Member State is not eligible for CF you have to enter "0" amount for CF in the table of section 1.4.1 Union Support by Thematic Objective:

PA - Timeframe for Observations - What is the timeline for the Submission and Approval of the Partnership Agreement?

A Partnership Agreement (PA) submitted through SFC2014 will be considered as the official PA of the Member State.

Each Member State shall submit its PA to the Commission by 22 April 2014 (Article 14(4)). That means that the last day for submission is 21 April 2014.

After the submission, Commission has 3 months to provide observations (Article 16(1)), and 4 months to adopt a decision approving the PA (Article 16(2)).
