Category of regions

How do we subsume indicators used for different regions, if the indicator is sought by both regions? For example, if the indicators are measured by the achievements of two regions, could these indicators be determined jointly for the whole of Lithuania?

As Lithuania (LT) territory is made up of two NUTS2 regions, the two-region-element should be addressed in the whole OP: presenting different types of challenges for the two regions in the strategic part, allocating resources for the regions, and, where relevant, different types of interventions.  
The Common and programme-specific output indicators for ERDF and ESF+ should be presented by category of region.  It means that, in the LT case, all the indicators selected should be programmed either for the ‘more developed’ or the  ‘less developed’ categories of region. There cannot be any other option, such as ‘the whole of Lithuania’. If a type of action is relevant for both regions, the same indicators (with the same ID) should be set for the two regions. As regards determining the target values for the indicators related to the investment activities serving the entire country, based on the experience of other countries, pro-rata basis according to shares of the financial allocations could be considered.
There are no guidelines dedicated to the programming specificities related to different categories of regions.
