According to the Commission proposal from May 2018, the name of the indicator, RCR26, refers to final energy consumption. Where does the primary energy consumption come from?
The Commission’s initial proposal for RCR26 in terms of annual final energy consumption was amended by the Council in June 2019. After negotiations in the SMWP, the Member States decided (in the Council compromise) to choose the primary energy consumption. The most updated version of the annex with indicators is the one from the Council at: https://data.consilium.europa.eu/doc/document/ST-10285-2019-INIT/en/pdf (this is not yet final as it needs to be agreed also with the European Parliament).
