enterprises – members?  

ANSWER

If the objective of the support given to the enterprises in the cluster is to achieve a higher turnover growth, then those enterprises can be counted under RCR19 and the output will be the number of enterprises with a higher turnover.
If the enterprises supported for other reasons also achieve higher turnover growth, they should not be counted under RCR19.
