For operations under specific objective (m) reference values shall be set for a limited number of result indicators. Their selection should be based on the intervention logic as the selected indicators ought to measure the main achievements under the specific objective. Hence, reference values shall be set for all those indicators which measure end recipients of the different types of support provided through the programme. If the programme foresees the distribution of both food and material support, even if the end recipients are the same, reference values should be set for the two separate result indicators on recipients of food support and on recipients of material support. In case the programme identifies specific target groups to which support shall be provided, then reference values to the relevant common result indicators could be set.
