There's no release note for the webservices and the webservices tickets are not included in the release note published on the SFC portal.
The changes to the webservices are the same as the changes/fixes to the SFC2021 web application.
If you want to know what exactly has changed to the webservices in a release you can refer to the API Change Log file (showing which APIs were changed) published in this section on the portal: https://sfc.ec.europa.eu/en/2021/webservices/additional-resources and the Release note published in the latest news section for each new release which will describe what precisely was changed/fixed.
