Yes, depending on the nature of the operation, data should be collected only on entities, only on participants, or both. Data on ‘participants’ should be recorded if there are individuals benefiting directly from an ESF+ intervention, whom the operation aims to support (i.e. the target group). If no individuals benefit directly from the operation, zero values should be reported for the common indicators on participants. Values for all common indicators have to be reported for each relevant specific objective: indicators under Annex I for specific objective (a) to (l) operations not targeting the most deprived; indicators under Annex II for specific objective (l) operations targeting the most deprived; and indicators under Annex III for specific objective (m).
