How can the data at the SO level for a common result indicator be distinguished from the data used to determine the target value?

Answer

When a target for a common result indicator is set, there are two records for reporting the achievement values (as it was already the case in the 2014-2020 programming period): one record shows the result achieved by the participants reported under the output indicator to which the common result indicator is linked; the second record shows the result achieved by all participants in the SO (by category of region). Thus, the target for the common result indicator does not need to be linked to the total number of participants, it can be linked to any output indicator (according to the intervention logic). For example, if the target for the common result indicator “Participants gaining a qualification upon leaving” is linked to the common output indicator “Minorities”, then two values need to be reported: one referring to participants from minorities who gained a qualification and one referring to the total number of participants who gained a qualification at the level of the SO (by category of region). To indicate such link, Table 3 of the programme template (result indicators) in SFC2021 has the field “Output indicator used as a basis for target setting”, where the output indicators defined for the specific objectives appear and can be selected. Thus, in order to select an output indicator as basis for a result indicator, it first needs to be defined under Table 2 of the programme template (output indicators) for the same priority, specific objective, fund, category of region.
