Is it still necessary to estimate the quantity of food distributed by the beneficiaries beyond what they do thanks to the ESF+ support? If the Member State does not support logistics of donated food delivery by ESF+, would indicators referring to food donations not be reported at all?
Indicators EMCO09 and EMCO10 refer to either food that is purchased with the support of ESF+ or donated by external parties and whose eligible costs are sustained by the ESF+. In both cases, reference is made to food distributed with the support of the ESF+. More specifically, indicator EMCO10 focuses on the share of food donations over the total food distributed with the support of the ESF+. If a Member State does not employ ESF+ funds to cover for the collection, transport, storage and distribution of food donations, then the value of EMCO10 is zero. Differently from EMCO09 and EMCO10, the scope of EMCO11 is broader and entails estimating the quantity of food delivered by beneficiaries even beyond food distributed thanks to ESF+ support. This is in line with the approach followed under FEAD.
