EECO13 “Third country nationals” refers to participants who are not EU citizens. EECO14 “Participants with a foreign background” shall be based on national definitions. In the absence of a national definition, the term may be understood as persons whose parents were born outside the country (according to the UNECE recommendation). In that case, participants can have a foreign background but have an EU citizenship (i.e. recorded under EECO14 but not under EECO13) and the reverse can also be true: a participant can be non-EU citizen but with parents not born abroad (i.e. recorded under EECO13 but not under EECO14). EECO15 “Minorities” shall be based on national definition. For reference, the definitions below provide a reference on which national definitions can be based: · Ethnic minority – individuals with a different cultural tradition or background from the majority of the population. · National minority – individuals from relatively well-established minority groups living in particular EU countries. National minorities have been established for a number of generations in some EU countries, such as Russians and Poles in the Baltic States, and the Hungarian minority in Romania. · Indigenous minorities - ethnic groups that are long-standing residents of a particular EU country. They may have a migrant, indigenous or landless nomadic background. · Subject to national definitions, the term minority may also encompass groups with other personal characteristics that are subject to discrimination, such as religious belief or sexual preference. To summarise: - the difference between EECO13 (third country nationals) and EECO14 (foreign background) is that whilst EECO13 focuses on the citizenship of the participants, EECO14 - if following the recommendation above - focuses on the country of birth of the participants’ parents. - EECO14 is defined independently from third country nationals or minorities. Finally note that one individual should be recorded in all the characteristics that apply. That is, they may fall under one, two or all three of these indicators (e.g. person from a sexual minority, with non-EU citizenship and parents born in a different country).
