Can the reported aggregates for one indicator combine figures from operations collecting data for all participants with data based on estimates for other operations?

Answer

Under the same specific objective, some operations may obtain data for indicators under point 1.2 of Annex I based on estimations (e.g. representative sampling, informed estimates) - as foreseen by the regulation - whilst in other operations data may be collected for all participants. Is it possible to aggregate these data to get the overall common indicator value to be reported?

Yes, for a given indicator (of those that can be reported based on estimates)*, reported aggregates at the specific objective level may include both individual data collected for all participants in some operation and data based on estimates for other operations. For data based on estimates, details about the estimation methods used should be provided. * These include common output indicators listed in point 1.2 (other common output indicators) but also under point (4) (common longer-term result indicators) of Annex I.
