All ESF+ programmes are required to report data on the common set of indicators at the specific objective level. Besides, cumulative milestones and target values for output indicators and cumulative target values for result indicators should be set for each specific objective. However, not all indicators need to be linked to a target value and milestones (Article 17(3) of the ESF+ Regulation). Targets should indeed be set only for a limited number of common indicators (and when necessary programme-specific indicators) selected in line with the intervention logic and measuring the major change(s) intended and main deliverables to be achieved in the specific objective. For output indicators, baselines (value of the indicator in the absence of programme implementation) will necessarily be 0. For output indicators for which a target has been set (for end-2029), milestones (for end-2024) are necessary. For result indicators, historical success rates (reference values) can be used to set targets. For result indicators for which a target has been set (for end-2029), no milestones are needed.
