The baseline for RCR12 currently shows 0. Should it not be >=0? because in Row 10 says “The indicator has a baseline 0 only if the digital service, product or process is new

The correct baseline for RCR12 is >=0 - if the public digital services, products and processes developed by enterprises are new, the baseline may be equal to 0, in all other cases, it should be >0.
