31.10.2024: Annual Accounts EAGF EAFRD for FY2024 in Acceptance

We are pleased to announce to you that the Annual accounts and Management Declarations for the Paying Agency and the Coordinating Body (as relevant), pursuant to Article 33(1) and (2) of Regulation (EU) 2022/128, for Financial year 2024, is now available for testing in SFC2021 Acceptance environment https://webgate.acceptance.ec.europa.eu/sfc2021/sfc-fo/home under menu ‘EXECUTION > Annual Accounts and Management declaration(s) (EAGF, EAFRD)’.

We would like to invite the Paying Agencies and the Coordinating Bodies to test the introduction of the information in structured format, including upload of XML files (for the annual accounts) and any other relevant data (e.g. annexes to the Management Declarations, information on public storage) in the system, as well as to submit their feedback. Please note that some modifications have been introduced in the Accounts for FY 2024 compared to FY 2023 (automatic calculation of the technical assistance, new section for Funding Agreements, for Financial Instruments – public expenditure, etc..)  

Updated examples of XML files for Financial Year 2024 that need to be adapted and uploaded in the Annual Accounts and Management declaration(s) module are available as follows:

 

The new version of the XSD file for FY2024, that defines the structure of this XML, is also available under the same links.

In order to be able to create the Annual Accounts and Management Declarations, upload the XML files (under section ‘General > Documents’) and submit the Accounts and the Management Declaration to the European Commission, the Member States’ users must have the MS Paying Agency (MSPA) or MS Coordinating Body (MSCB) role for both EAGF and EAFRD.

Please note that, in the acceptance environment, due to technical constraints, the data on the monthly/quarterly declarations of expenditure is taken into account for the automatic calculation of differences between the annual declaration and the interim declarations as follows:

  • For the monthly declarations (EAGF) – the declarations that are with status “Signed/Sent”, usually up to the declaration for February 2023;
  • For the quarterly declarations (EAFRD)- the declarations that are with status “Accepted by EC”, only the declaration  Q4 2023.

 

Please be aware that this is only a testing environment. No data entered here will be transferred to the production environment.

The activation of the Annual Accounts for FY 2024 in Production is expected for the 11th of November (after the submission deadline of EAFRD declarations Q3 2024).

The report with the content of the CSP will be generated during the “Preparing for Send” action . Please note that report does not contain yet all SFC information (in particular intervention chapter might be skipped for the time being for large reports) . The form or content of this report should not constitute an impediment for sending the CSP to EC. This report will be improved in the coming days and the improved version will be used when performing the evaluation of the plan.

SFC2021 will remain operational throughout the Holiday period. The application will be monitored to ensure that any unforeseen downtime is kept to a minimum. Very limited user support will be available during this period. We strongly recommend Member States ensure they have the necessary roles and permissions and submit their data as early as possible.
