13.10.2023: Quarterly Declaration of Expenditure EAFRD: Possibility to upload and sign Paying Agency expenditure data directly from the Paying Agency node

Starting the Declaration of Expenditure EAFRD Q3-2023, it will be possible for the Member State users to upload and sign their Paying Agency expenditure data directly from their Paying Agency node while the Declaration is created on the national/coordination node. Paying Agency node users will have only access to their expenditure data, whereas national/coordination node users will see all the expenditure data of all nodes.
When all Paying Agencies have signed their respective declaration of expenditure, the national/coordination node users can send the entire declaration for Cap plan to the Commission. 

The technical solution used for Q1-2023 and Q2-2023 declarations will remain available. Therefore, it will still be possible for the Paying Agency users with access to the national/coordination node to upload and sign their expenditure from this national/coordination node.
For countries with only one Paying Agency, nothing will change compared to Q1-2023 and Q2-2023

This technical solution is already available in the Acceptance environment of SFC2021 (Test environment for MS users : https://webgate.acceptance.ec.europa.eu/sfc2021/sfc-fo/programming/cap)
The encoding period of Q3-2023 is already opened in this environment, whereas the encoding period for Q3-2023 in the Production Environment will start on 16/10.

The services of the Commission will be closed on 01/11/2021 and 02/11/2021. The SFC2021 application will remain operational throughout this period. The application will be monitored to ensure that any unforeseen downtime is kept to a minimum. However no Support will be available on these dates.
We would like to inform you that a new updated version of the SFC 2021 CAP Strategic plan is made available to test . The data encoded in this testing system can not and will not be automatically transferred to the SFC2021 Production environment. Click here for more information.

We are pleased to announce that the Programme AIB functionality for the creation of Programmes for the Internal Security Fund (ISF), Asylum, Migration and Integration Fund (AMIF) & Border Management and Visa Policy (BMVI) will be available as of 24 th September 2021 via the Programming menu in SFC2021 PRODUCTION.
