We are pleased to inform you that version 1.9 of the Guidelines for Data on Interventions and Beneficiaries (DIB) is now available on the SFC Support Portal.
In line with the updates introduced in versions 1.8 and 1.9 of the guidelines, the list of validation rules has been revised accordingly. These updated validation rules are also available on the portal.
The report DIB001, available in SFC2021 and designed to help identify reporting obligations, has been adjusted to reflect the latest changes.
In addition, a new document titled Information Sheet has been made available. Its purpose is to help Member States provide further details on the variables used. Member States are invited to upload this document under the document type ‘Annexes’ (found in the section General > Document).
For those Member States that have already finalised the submission of their DIB files, we recommend uploading the Information Sheet under the document type ‘Other Member State Document’ (also located in General > Document).
Summary of Key Updates to Validation Rules (not exhaustive)
- DIB_010: Reactivated to ensure that all beneficiaries reported in the intervention file are also included in the beneficiary file.
- DIB_UPL_125: Adjusted to allow the value ‘0’ to be reported for variable M130.
- DIB_UPL_150: Now permits the reporting of irrigation interventions financed through any of the following combinations:
- EU funds (M051), national co-financing (M061), and additional national co-financing (M071);
- EU funds (M051) and national co-financing (M061) only;
- Additional national co-financing (M071) only.
- DIB_UPL_190: Now includes M095 (number of hectares of eligible forestry area determined after the application of limits) in its calculation. The rule now verifies that M100 ≤ M090 + M095.
- DIB_UPL_230: Adjusted to allow reporting of only one sub-variable for each of the result variables R017, R043, and R044.
- DIB_UPL_500: Now permits the use of EU LAU codes when the beneficiary is located in another Member State.
