04.03.2025: Scrutiny of Transactions modules (EAGF) are available for testing in Acceptance environment

The new ‘structured’ modules for the Scrutiny of Transactions (Control Plan for Financial Year 2024 and scrutiny period 2025/2026 and Report for Financial Year 2022 and scrutiny period 2023/2024), pursuant Article 80 of Commission Regulation (EU) 2021/2116,  and Article 48 of Commission Implementing Regulation (EU) 2022/128), are  now available for testing in SFC2021 Acceptance environment https://webgate.acceptance.ec.europa.eu/sfc2021/sfc-fo/home under menu ‘Audit > Scrutiny Control Plan’ and ’Audit > Scrutiny Report’.  

We invite the Member States to test these modules, and provide us with their feedback.

In order to create the a Control Plan or a Report, provide the required data and submit them to the Commission, the Member States’ users must be granted the MS Paying Agency (MSPA) or MS Coordinating Body (MSCB) role for EAGF. (if it’s not already the case, please contact your MS Liaison or the SFC Support).

Please be aware that this is only a testing environment, no data entered here will be transferred to the Production environment, for which the activation is expected  on the 10th of March. Please note that after  this date, the Member States can still use the Acceptance environment to test or encode directly in Production.

Please also note that it will not be possible to submit anymore the Scrutiny of Transactions documents from the old ‘non-structured’ module in menu ‘Audit > Audit Communication’, however the documents already provided there will remain for consultation.

The report with the content of the CSP will be generated during the “Preparing for Send” action . Please note that report does not contain yet all SFC information (in particular intervention chapter might be skipped for the time being for large reports) . The form or content of this report should not constitute an impediment for sending the CSP to EC. This report will be improved in the coming days and the improved version will be used when performing the evaluation of the plan.
SFC2021 will remain operational throughout the Holiday period. The application will be monitored to ensure that any unforeseen downtime is kept to a minimum. Very limited user support will be available during this period. We strongly recommend Member States ensure they have the necessary roles and permissions and submit their data as early as possible.
