03.10.2024: Module for ‘Delivery costs of management and controls’ (aka ‘Costs of controls’) is available

We are pleased to announce that the module for ‘Delivery costs of management and controls’ (aka ‘Costs of controls’) is now available in Production (and Acceptance) environment, under the Menu ‘Audit > Costs of controls.

The ‘Costs of Controls’ module in SFC2021 will allow the Paying Agencies or Coordinating Bodies to declare to the Commission the eligible amounts related to their costs of management and controls.

For the programming periods 2014-2022, such ‘Costs of control’ were provided by the Member States from SFC2014 as an Excel document (Menu ‘Audit’ > ‘Audit Communication’ > document type = ‘ACO.CCS Delivery costs Survey’).

The new module in SFC2021 will allow each Paying Agency or Coordinating Body to submit their costs of controls per Paying Agency, in a structured web form/table for the new programming period but also for the previous one.

Each Paying Agency or Coordinating Body should submit the ‘Costs of controls’ information to the Commission every two year (one submission per Paying Agency for each fund EAFRD and EAGF, or one submission per Paying Agency for both funds EAGF and EAFRD).

A ‘Costs of controls’ submission covers the calendar year (i.e. ‘Costs of Controls’ submitted in 2025 for the financial period 2024 covers the calendar year 01/01/2024 to 31/12/2024).

Member States will not have to submit anymore their costs of controls through SFC014 from financial year 2024 onwards, and therefore the possibility to submit new ‘Costs of controls’ documents for these financial years will be soon deactivated in SFC2014.

The report with the content of the CSP will be generated during the “Preparing for Send” action . Please note that report does not contain yet all SFC information (in particular intervention chapter might be skipped for the time being for large reports) . The form or content of this report should not constitute an impediment for sending the CSP to EC. This report will be improved in the coming days and the improved version will be used when performing the evaluation of the plan.

SFC2021 will remain operational throughout the Holiday period. The application will be monitored to ensure that any unforeseen downtime is kept to a minimum. Very limited user support will be available during this period. We strongly recommend Member States ensure they have the necessary roles and permissions and submit their data as early as possible.
