    Cooperation Programme (IPA-CB)

     

    PURPOSE

    This document describes the specifications and details related to the Cooperation Programme for IPA II Cross-Border.

     

    REGULATIONS

    More detail regarding the regulation of the Cooperation Programme IPA-CB can be found in "About SFC2014" section of this portal.

    PRE-Conditions

    The CCI number used for the Cooperation Programme must have been previously allocated by the Commission.

    When editing a version of a Cooperation Programme, its status is 'Open', 'Ready to send' or 'Sent' at the level of the Member State or 'Returned for modification by MS'.

     

    Workflow

     

    This section shows the lifecycle to create and manage a Cooperation Programme IPA-CB.

    Create the Cooperation Programme (IPA-CB)

     

    REMARK

    The user has the role MS Managing Authority Send or/and Update.

    When editing a version of a Cooperation Programme, its status is 'Open', 'Ready to send' or 'Sent' at the level of the Member State or 'Returned for modification by MS'.

    The CCI number used for the Cooperation Programme must have been previously allocated by the Commission. The list of values in the creation wizard will contain all allocated IPA-CBC CCI numbers.

    The CCI numbers must fit the following regular expression:

       (….TC16I5CB…)

     

    1.       To access the Cooperation Programme IPA-CB section first click on the Programming link in the menu bar and then on the Cooperation Programme IPA-CB link.

     

     

    2.       Click on the Create new programme link to create a new Cooperation Programme.

     

     

    You are redirected to the Cooperation Programme IPA-CB creation wizard:

     

     

    If the CCI code is not in the list it is because it has not been allocated by the Commission or it has not been requested, a link to the Request a new CCI number is available in the creation wizard screen.

    When the CCI number used for the Cooperation Programme IPA-CB has been previously allocated by the Commission, you can continue with the Operational programme creation wizard:

     

    3.       Enter the following information:

    (1) Select the CCI code from the drop-down menu. The CCI list contains all allocated IPA-CB CCI codes by the Commission. The CCI number must fit the following regular expression: (….TC16I5CB…)

    (2) Select the Title

    The title of the Cooperation Programme comes from the previously allocated CCI number, but in some exceptional cases the title can change.

    (3) Select the First Year

    First Year is pre-filled with 2014 but can be updated, but must be smaller than Last Year and between 2014 and 2020.

    (4) Select the Last Year

    Last Year is pre-filled with 2020 but can be updated.

    (5) Click on the Finish button to continue.

     

    The status of the Cooperation Programme is Open.

     

    Record/Edit the Cooperation Programme (IPA-CB)

     

    Find all the information to complete each screen of the Cooperation Programme IPA-CB. Below are the links to the main sections:

    General

    Version Information

     

    The Version Information contains information on the identification and status of the Cooperation Programme version; the CCI, Title, Version Number, Status, Current Node, First year and Last year.

    The Version information for the Cooperation Programme can be modified once the version has been created:

    1.       Clicking on the Edit button 10-12-2013 10-54-13 will enable the entry of new information:

     

     

    The Edit Details pop-up window appears:

     

     

    2.       Enter the modifications:

    (*) CCI

    CCI can only be updated when Version 1

    (1) Title

    In some exceptional cases the title can be changed

    (*) First Year

    In Version 1, First Year is pre-filled with 2014.

    (2) Last Year

    In Version 1, Last Year is pre-filled with 2020 but it can be updated. In subsequent versions, only the Last Year can be extended up until 2020.

    First Year and the Last Year are >= 2014 and <= 2020 and that First Year is <= Last Year

    (3) Click on the box if Major Amendment

    Only available in versions > 1.

    (4) Click on the box if Approved by Monitoring Committee

    Only available in versions > 1.

    (5) Enter the Justification for Amendment

    Only available in versions > 1.

    (6) Enter the MS amending decision number

    Only available in versions > 1.

    (7) Enter the MS amending decision date

    Only available in versions > 1.

    (8) Enter the MS amending decision entry into force date

    Only available in versions > 1.

    (9) Enter the comments

     

    (10) Click on the Update link to save the information

     

    REMARK

    Major Amendment, Approved by Monitoring Committee, Justification for Amendment, MS Amendment Decision Number, MS Amending Decision Date and MS Amending Decision Entry into Force Date are only available in versions > 1.

    The MS related fields need to be filled in when you want to create a version containing modifications which do not require a Commission Decision.

    This kind of version will automatically be set to 'Adopted by MS' when sent to the Commission and when only non-decisional parts of the Cooperation Programme have been modified.

    When Major amendment is set, a Justification is required and the version will need a new Commission Decision, even when only non-decisional parts have been modified. When Major Amendment is not set, the MS amending decision fields are required (number, date, entry into force date).

    When version > 1 then an approval by the Monitoring Committee is required.

     

     

    Region Coverage

     

    Note

    On entering this screen, the country button corresponding to the country of the management node of the programme will be selected and the corresponding available Regions will be shown.

    The 2010 NUTS codes will be used.

     

    1.       Clicking on the Edit button 10-12-2013 10-54-13 will enable the entry of the NUTS regions covered by the Cooperation Programme:

     

     

    The Select Regions pop-up window appears:

     

     

    2.       Enter the following information:

    (1) Select the country button corresponding with the country of the management node of the Programme

    (2) The corresponding available Regions will be shown and you can select them

    (3) Click on the arrow button  to add the selected Regions

    (4) Click on the Update link to save the information

     

     

    Officials in Charge

     

    Note

    Officials in Charge can be updated at any time, independent from the status of the Cooperation Programme.

     

    1.       Click on the Add button 10-12-2013 11-12-11  to add a new official in charge.

     

     

    ·         Select an official and click in the Edit button 10-12-2013 10-54-13 to modify the information of this official.

    ·         Select an official and click on the Remove button 10-12-2013 11-12-37 to delete the official in charge selected.

     

    The Edit Details pop-up window appears:

     

     

    2.       Enter the following information:

    (1) Enter the Name.

    (2) Enter the Email.

    (3) Click on Update to save the information.

     

    Note

    Commission Officials (email domain "ec.europa.eu") can only be created/updated/deleted by Commission Users.

    Uploading & Sending Documents

     

    Multiple documents can be uploaded in the Cooperation Programme IPA-CB.

    The first documents list (1) shows all documents uploaded against this version of the Programme by the Member State and by the Commission.

    The second documents list (2) shows the last version uploaded against this Programme (independent of the Programme version) and sent to the Commission of document types: Programme Snapshot, Report of the Ex-Ante Evaluation, Confirmation of Agreement in writing to the contents of the Cooperation Programme, Map of the Area covered by the Cooperation Programme and Citizens' Summary.

     

     

    ·         Clicking on the Add button 10-12-2013 11-12-11 will open a pop up window allowing you to add a new document type with attachments.

    ·         Selecting a document row and click in the Edit button10-12-2013 10-54-13will allow you to modify the document information. If a document of type 'Other Member State Document' must be sent, you can select the edit button in order to send the document.

    ·         Selecting a row of a previously uploaded document and click on the Remove button 10-12-2013 11-12-37 to delete the document and associated attachments.

     

    1.       Click on the Add button 10-12-2013 11-12-11 to add a new document.

     

     

    The document detail pop-up window appears:

     

     

    2.       Enter or select the following information:

    (1) Select a Document Type

    (2) Enter a title for your Document

    (3) Enter a Document Date

    (4) Click on the Add button 10-12-2013 11-12-11 to add a new attachment

    ·         You can add multiple attachments by clicking on the Add button 10-12-2013 11-12-11

    ·         You can remove unwanted attachments by selecting the attachment and clicking on the Remove button 10-12-2013 11-12-37

    (5) Enter a Title for your attachment.

    (6) Select the Language of the document.

    (7) Select the file to upload.

    (8) Click on Update to save the information or Update & Send to send the document to the Commission.

     

    The pop-up window closes and the documents are uploaded.

     

    Remark

    Commission Registration N° is only enabled for Commission Users, while Local Reference is only enabled for Member State Users.

     

     

    Sending an unsent non-integral document

     

    1.       Once the document and attachment(s) have been uploaded select the document row in the list (1) and click on the Edit button10-12-2013 10-54-13(2):

     

     

    2.       Click on Update & Send to send the document to the Commission.

     

     

    Note

    The Update & Send button will only be shown for documents which are not integral part of the Application and after at least one attachment was added.

    If more than one file are uploaded from the same document table, when clicking the Update & Send link, will send all the files and not only the one(s) for which the check-box has been ticked.

     

    REMARK

    Referential Documents, non-integral documents, (ie. 'Other Member State Document') can be sent at any time independently of the status of the Cooperation Programme IPA-CB.

    The 'Other Member State Document' type demands a manual submission (they are NOT sent automatically within the Programme). The other document types, integral documents, are automatically sent - together with the encoded data – when the Programme is submitted to the EC.

    A document is only visible to the Commission when the Sent Date is visible:

     

     

    Deletion of an unsent document

     

    1.       Select a row (1) of a previously uploaded document and click on the Remove button 10-12-2013 11-12-37 (2) to delete the document and associated attachments.

     

     

    A confirmation window appears:

     

     

    2.       Click on Yes to confirm deletion. Click on No to return to the Cooperation Programme IPA-CB documents.

     

     

    Hiding a sent document

     

    Note

    Sent Documents can never be deleted, but the sender can decide to hide the content for the receivers in case of an erroneous and/or accidental send.

     

    1.       Select a row (1) of a previously sent document and click on the Edit button 10-12-2013 10-54-13(2) to hide the document and associated attachments.

     

     

    2.       Select the Hide Content (1) option and click on Update (2) to hide the Cooperation Programme document.

     

     

     

    Observations

     

    This section is to provide any relevant information to the Cooperation Programme. It can be used as a type of 'chat' between the Member State and Commission.

     

     

    1.       Enter the following:

    (1) Enter an observation.

    (2) Click on Add to save the information.

     

     

    S1 Strategy

    STRATEGY FOR THE COOPERATION PROGRAMME'S CONTRIBUTION TO ECONOMIC, SOCIAL AND TERRITORIAL DEVELOPMENT, WITH THE VIEW OF SMART, SUSTAINABLE AND INCLUSIVE GROWTH AND FOR ITS CONTRIBUTION TO THE SELECTED THEMATIC PRIORITIES AND THE RELEVANT PARTNERSHIP AGREEMENT AND COUNTRY STRATEGIC PAPER(S).

    1.1 Strategy for the cooperation programme’s contribution to the selected thematic priorities and, for the Member States, the relevant Partnership Agreement and, for IPA beneficiary(ies), Country Strategic Paper(s).

    Table 1 TP Justification

     

    Justification for the choice of thematic priorities, based on an analysis of the needs within the programme area as a whole and the strategy chosen in response to such needs, addressing where appropriate, missing links in cross-border infrastructure, taking into account the results of the ex-ante evaluation.

     

    Note

    It is not allowed to delete a Thematic Priority when it is used under a Priority Axis in the Programme. In that case an alert is issued saying "You cannot delete this Thematic Priority while it is used under priority axes 1, 2, 5…"

     

    1.       Clicking on the Add button 10-12-2013 11-12-11 will enable the entry of the justification for the choice of thematic priorities.

     

     

    The Edit Details window appears:

     

     

    2.       Enter the following information:

    (1) Select the Thematic Priority

    (2) Enter the Justification

    (3) Click on the Update link to save the information

     

    Justification for Financial Allocation

     

    Justification for the financial allocation (i.e. Union Support) to each thematic priority in accordance with the thematic concentration requirements (taking into account the ex-ante evaluation).

    1.       Clicking on the Edit button10-12-2013 10-54-13will allow you to enter the justification for the financial allocation.

    Note

    The Union Support is per Priority Axis and comes from Table 16. The Proportion is the Union Support for a Priority Axis (Table 16) / Total CP Union Support. If no values defined, leave blank.

    REMARK

    In subsequent versions of the Cooperation Programme (>1), Priorities created in earlier versions:

    -       Cannot be deleted

    -       The ID cannot be updated

    -       The Title can be updated to correct or complement the existing Priority Axis as long as it stays the same Priority Axis.

    On Save (Enter/Update/Delete), the system will automatically maintain the records in the Priority Plan Table 17 (per Priority Axis).

    The Programme Versions using the old limited Table of Contents (ToC) will still show the Thematic Priority on the Priority Axis. A Programme Version is an old ToC version when there is a Thematic Priority value on the Priority Axis record.

     

    1.       Clicking on the Add button 10-12-2013 11-12-11 will enable the entry of the Non-Technical Assistance Priority Axes:

    Thematic priorities

     

    1.       Clicking on the Add button 10-12-2013 11-12-11 will enable the selection of the thematic priorities.

     

     

    The Edit Details window appears:

     

     

    2.       Enter the following information:

    (1) Select the thematic priority

    (2) Click on the Update link to save the information

     

    REMARK

    The Thematic Priority List is limited to the Thematic Priorities selected in Table 1.

    On save, the system will automatically maintain the records in the Thematic Priority Plan Table 18 for Priorities covering more than 1 Thematic Priority.

     

     

    Thematic Priority

    The specific objectives of the thematic priority and expected results.

     

    1.       Clicking on the Add button 10-12-2013 11-12-11 will enable to enter the objectives that the Member States seek to achieve with Union Support.

     

     

    The Edit Details window appears:

     

     

    2.       Enter the following information:

    (1) Enter the ID

    (2) Enter the Title of the specific objective

    (3) Enter the results to achieve with Union support

    (4) Click on the Update link to save the information

     

    Actions to be supported

     

    A description of the type and examples of actions to be supported and their expected contribution to the specific objectives, including, where appropriate, identification of the main target groups, specific territories targeted and types of beneficiaries.

    REMARK

    When deleting a record using a Programme Specific Indicator, the Programme Specific Indicator definition gets also deleted when it is not used in any other record of any Indicator Table in any version of this Programme. This also applies for Tables 4, 5 Performance Framework, 10 and 11.

     

    1.       Clicking on the Add button 10-12-2013 11-12-11 will enable the entry of the programme specific result indicators.

     

     

    The Edit Details window appears:

     

    Here you can select two options to complete the table:

    - Programme-specific result indicator

    - New programme specific result indicator

     

    Programme-specific result indicator:

     

    REMARK

    Programme Specific Indicators can be defined under a Specific Objective and re-used under other Specific Objectives. The Programme Specific Result Indicator List contains all Programme Specific Result Indicators previously defined on this Programme.

    When the Indicator has a qualitative target, foresee a String Field for the Baseline value and for the Target value and store in "qualitative Baseline" and "qualitative Target", otherwise foresee a Number field and store in "baseline Value" and "target Value".

    (5) Click on the qualitative box (if applicable)

    The next steps are open when the qualitative box has been selected:

    REMARK

    When deleting a record using a Programme Specific Indicator, the Programme Specific Indicator definition gets also deleted when it is not used in any other record of any Indicator Table in any version of this Programme. This also applies for Tables 4, 5 Performance Framework, 10 and 11.

    REMARK

    When deleting a record using a Programme Specific Indicator, the Programme Specific Indicator definition gets also deleted when it is not used in any other record of any Indicator Table in any version of this Programme. This also applies for Tables 4, 5 Performance Framework, 10 and 11.

     

    1.       Clicking on the the Add button 10-12-2013 11-12-11 will enable to enter the performance framework.

     

     

    The Edit Details window appears:

    There are five options you can choose here:

    - Key implementation step

    - Financial indicator

    - Output indicator

    - Result indicator

    - New indicator

     

    Note

    Previously, only quantitative indicators could be used in the Performance Framework table for IGJ, ETC & IPACB. However, there were a few ERDF Programmes where the Key Implementation Step Indicator could be qualitative.

    Therefore, to allow for Qualitative Key Implementation Step Indicator in the Performance Framework Table (=T6, 28 for IGJ, T5, 24 for ETC and T5, 25 for IPACBC), an extra checkbox "Qualitative" and an extra field "Qualitative final target (2023)" were added. When the "Qualified" checkbox is checked, the numeric target fields are disabled and the qualitative one is enabled.

     

     

    Key implementation step

    The Financial Indicator and the Implementation Step Lists contain all Financial Indicators and Implementation Steps previously defined on this Programme.

    Output indicator

    The Output Indicator List contains all ERDF Common Output Indicators and all Programme Specific Output Indicators previously defined on this Programme.

    1.       Clicking on the Edit button10-12-2013 10-54-13will allow you to enter the information on the establishment of the performance framework.

    After all errors have been resolved the status of the Cooperation Programme IPA-CB becomes Ready to send.

    Remark

    The Cooperation Programme IPA-CB can only be sent once the Validation Errors have been removed and the status is 'Ready To Send' or 'Sent'.

    It is a must to have the privilege to send the Programme; the user has the role MS Managing Authority send.

    The "4 eye principle" must be respected. Therefore, the user sending must be different from the user who last validated.

    The Sending of information by a Member State to the Commission should be electronically signed in accordance with Directive 1999/93/EC. Sending of the different objects is generating a snapshot document and after the sending an acknowledge document is generated by the European Commission.

     

    1.       Click on the Send link to send the Cooperation Programme to the Commission or to an upper Node.

     

     

    The system will ask you to confirm the send action:

     

     

    2.       Click on Yes to confirm or on No to return to the Cooperation Programme.

    3.       The Sending of information by a Member State to the Commission should be electronically signed in accordance with Directive 1999/93/EC.

    Sending of the different objects is generating a snapshot document and after the sending an acknowledge document is generated by the European Commission.

    This acknowledge document is signed but the Member State was not signing the snapshot document.

    The EU Login now provides a functionality of signing without forcing the user to have a certificate. The action to sign will only be triggered when sending to the European Commission:

    On success, the Cooperation Programme version has been sent to the Commission. When sent to an upper Member State Node, the status is set to 'Sent'. When sent to the Commission and when it concerns a Minor modification, the status is set to 'Adopted by MS' else the status is set to 'Sent'.

    A Minor modification is a modification which does not modify data which is part of the Commission Decision and for which the Member State has indicated that it does not concern a Major Amendment.

     

    REMARK

    When sending the first version of the Cooperation Programme, automatically set the Eligibility Start Date to the smallest of the current date and 01/01/2014, and set the Eligibility End Date to 31/12/(Programme Last Year + 3).

    When sending to an upper Node the electronic signature is not required.

     

     

    Return the Operational Programme (IPA-CB) for Modification

     

    REMARK

    The Member State must request to return the OP uploading a document called 'MS Request to return programme version for modification'.

    The Operational Programme version is in a status 'Sent' at the level of the Commission, or in a status 'Sent', ‘Open’, ‘Ready to send’ or ‘Returned for modification by MS’ at the owner node of the Member State and a lower Node exists.

    This scenario occurs when at the request of the Member State the Commission return an OP Version for modification because it is incomplete or incorrect and needs to be modified.

     

    1.       Click on the Add button 10-12-2013 11-12-11 to add the return document called 'MS Request to return programme version for modification'.

     

     

    The Documents Details screen appears:

     

     

    2.       Enter or select the following information:

    (1) Select a Document Type called 'MS Request to return programme version for modification'.

    (2) Enter a title for your Document

    (3) Enter a Document Date

    (4) Click on the Add button 10-12-2013 11-12-11 to add a new attachment

    ·         You can add multiple attachments by clicking on the Add button 10-12-2013 11-12-11

    ·         You can remove unwanted attachments by selecting the attachment and clicking on the Remove button 10-12-2013 11-12-37

    (5) Enter a Title for your attachment.

    (6) Select the Language of the document.

    (7) Select the file to upload.

    (8) Click on Update & send to send the information.

     

    On success, the Operational Programme has been set in status 'Return for Modification by MS'.

     

    Delete the Cooperation Programme (IPA-CB)

     

    REMARK

    A Cooperation Programme can be deleted when the status is 'Open', 'Ready to send' or 'Returned for modification by MS', and has never been sent to the Commission before and has no sent documents attached.

    It is a must to have the role of MS Managing Authority with update access.

    The version currently resides on your Node.

     

    1.       Click on the Delete link to remove the Cooperation Programme from the system.

     

     

    The system will ask you to confirm the delete action:

     

     

    2.       Click on Yes to confirm or click on No to return to the Cooperation Programme.

     

    On success, the Cooperation Programme is physically deleted from the system.

     

    Cancel the Cooperation Programme (IPA-CB)

     

    REMARK

    A Cooperation Programme can be cancelled when the status is 'Open', 'Ready to send' or 'Returned for modification by MS', and has never been adopted by the Commission before or is referred by a sent Standalone Document.

    It is a must to have the role of MS Managing Authority with update access.

    The version currently resides on your Node.

     

    1.       Click on the Cancel link to cancel the Cooperation Programme.

     

     

    The system will ask you to confirm the delete action:

     

     

    2.       Click on Yes to confirm or click on No to return to the Cooperation Programme.

     

    On success, the Cooperation Programme has been cancelled and its status was set to 'Cancelled'.

     

    Create the New Version of a Cooperation Programme (IPA-CB)

     

    REMARK

    A new version of the Cooperation Programme can be created when the last version was 'Returned for Modification by EC', 'Adopted by EC', ‘Non Adopted by EC’, 'Adopted by MS', 'Cancelled by MS' or 'Withdrawn at the request of the MS'.

    It is a must to have the role of MS Managing Authority with update access.

    Authority information from the Designation of Authorities object will be used to populate Tables 19 and 20 when this information is more recent than the Tables 19 and 20 information available in the last version of the Cooperation Programme.

    When the current version uses the old limited table of contents and the new version will contain the extended one, then the system on create of a new version has to create the missing Priority Axis – Thematic Priority record and remove the value of the Thematic Priority on the Priority Axis.

     

    1.       Click on the Create New Version link to create a new version of the Cooperation Programme.

     

     

    The system will ask you to confirm the creation of a new version:

     

     

    2.       Click on Yes to confirm or on No to return to the Cooperation Programme.

     

    On success, a new version of the Cooperation Programme has been created as a copy of the last version. Its status was set to 'Open' and the version number was incremented by one when the previous version was adopted by MS or EC (ex. 1.0 à 2.0) or the working version was incremented by one when the previous version was returned for modification or cancelled (ex. 1.0 à 1.1).

    When the status of the last version was Not Adopted by EC then the new version should be based on the last adopted version and the version should be incremented by one (ex. 1.0 à 2.0)

    When the status of the last version was Withdrawn at the request of the MS and the user has chosen to create a new version based on the withdrawn version or on the last adopted version, then the version is incremented by one (ex. 1.0 -> 2.0).

     

    REMARK

    Authority information from the Designation of Authorities object will be used to populate Table 19 when this information is more recent than the Tables 19 information available in the last version of the Cooperation Programme.

     

    REMARK

    Major Amendment, Approved by Monitoring Committee, Justification for Amendment, MS Amendment Decision Number, MS Amending Decision Date and MS Amending Decision Entry into Force Date are only available in versions > 1.

    The MS related fields need to be filled in when you want to create a version containing modifications which do not require a Commission Decision.

    This kind of version will automatically be set to 'Adopted by MS' when sent to the Commission and when only non-decisional parts of the Cooperation Programme have been modified.

     

    Withdraw Cooperation Programme (IPA-CB)

     

    REMARK

    The Member State must request to withdraw the Cooperation Programme uploading a document called 'MS Request to withdraw programme version'.

    The Operational Programme version is in a status 'Sent' or 'Returned for modification by EC’ at the level of the Commission, or in a status ‘Open’, ‘Ready to send’, ‘Returned for modification by MS’ or ‘Cancelled’ at the owner node of the Member State and has previously been sent to the Commission.

    This scenario occurs when at the request of the Member State the Commission withdraw an OP Version and stop the amendment procedure.

     

    1.       Click on the Add button 10-12-2013 11-12-11 to add the withdraw document called 'MS Request to withdraw programme version'

     

     

    2.       The Document Details pop-up window appears. The Member State must select the withdraw document:

     

     

    3.       Enter or select the following information:

    (1) Select a Document Type called 'MS Request to withdraw Programme version'.

    (2) Enter a title for your Document

    (3) Enter a Document Date

    (4) Click on the Add button 10-12-2013 11-12-11 to add a new attachment

    ·         You can add multiple attachments by clicking on the Add button 10-12-2013 11-12-11

    ·         You can remove unwanted attachments by selecting the attachment and clicking on the Remove button 10-12-2013 11-12-37

    (5) Enter a Title for your attachment.

    (6) Select the Language of the document.

    (8) Click on Update to save the information or on Update & send to save the information and send the document to the Commission.

     

    On success, the Cooperation Programme version status was set to 'Withdrawn at the request of the MS'.

     

    REMARK

    Withdrawals are subject to confirmation by the Commission.

    As a consequence of the withdrawal, the ongoing programme amendment will be deemed as never submitted and have no legal effect.
