Managing authorities are informed that before Christmas 2017 new and modified inputs controls on the financial data reporting (CPR - Article 112) were put in place in order to reinforce the quality and coherence of the data provided by CF, ERDF, ESF and YEI programmes. The new and modified controls involving both "blocking" and "warning" controls are adapted to the specificities of the different funds and objectives.
The "blocking" controls will flag an "error", as the data encoded is detected to contain an inconsistency or is incomplete, and invite the Managing authority to complete or correct the data before submission. These "blocking" controls include the following issues:
- In Financial Data - Table 2 only (categorisation by priority axis):
- For each amount encoded a valid dimension coded must be provided in each relevant dimension according to the fund (this replicates the rule applied during 2007-2013);
- For ERDF/CF priority axes, only codes for the thematic objectives foresees under that priority axis may be encoded;
- For ESF priority axes, only ESF relevant "intervention field" codes (102-123) may be used; in addition for each axis only those ESF intervention field codes matching the investment priorities covered by the axis may be used;
- For YEI axes, only intervention field code 103 may be used;
The "warning" controls highlight potential consistency issues (or mis encoding ) and allow Managing authorities the opportunity to correct or complete the data before submission. These "warning" controls include the following issues:
- In Financial data - Table 1 (Priority axis aggregation) and Table 2 (categorisation by priority axis):
- When the "number of operations" reported is greater than zero but the financial amount reported for the "total cost of operations selected" on "zero";
- When a financial amount for the "total cost of operations selected" is given but the "number of operations" reported is zero;
- When the "aggregate eligible expenditure declared by beneficiaries" is greater than the "total cost of operations selected";
- In Financial Data - Table 2 only (categorisation by priority axis)
- For ERDF/CF priority axis under IGJ/ETC, that only "intervention field" codes are used that have been listed in the categorisation table of the axis in the programme;
The introduction of these controls was presented at the 26th EGESIF meeting held on 17-18 October 2017. All validation rules are described in detail the use cases document of each module and are included in the short guides – https://ec.europa.eu/node/quick_guide/2265#validate-the-financial-data-igj-etc-21 and https://ec.europa.eu/node/quick_guide/2267#validate-the-financial-data-ipa-cb-21
