28.10.2025: Opening of encoding period for Annual Accounts & Management Declaration(s) EAGF/EAFRD for FY 2025

We are pleased to announce that the  declaration period for Annual Accounts and Management Declaration(s) for the Paying Agency and the Coordinating Body (as relevant) EAGF/EAFRD, pursuant to Article 33(1) and (2) of Regulation (EU) 2022/128, for Financial year 2025, is now opened in SFC2021 Production, under menu ‘EXECUTION > Annual Accounts and Management declaration(s) (EAGF, EAFRD)’: https://webgate.ec.europa.eu/sfc2021/sfc-fo/execution/aca/list

Modifications introduced in Financial year 2025 compared to previous Financial Year 2024, include the following :

  • The table EAFRD Financial Instruments has been slightly adapted (re-numbering of columns, footnote)
  • The Difference  Explanation code (if any) for Technical Assistance, will be automatically filled by the system (rounding error: B02)
  • MS with a Coordination Body will be able to create a separate Annual Accounts and Management Declaration version to submit the Management Declaration of the Coordinating Body (before the standard or extended submission deadline, as applicable))
  • MS will be able to submit separately their Annual Accounts and the Management Declaration of the Paying Agency.
  • MS will be able to create/send a new version of their Annual Accounts and Management Declaration(s) to provide data for section(s) they haven’t yet provided, even if the previous version is not returned by EC (before the standard or extended submission deadline, as applicable). Sections already provided in previous version(s) will not be modifiable unless authorised by the EC.

The XSD (definition of the XML files) has not be changed.

Please note that the Member States (MS) will only be able to upload their EAFRD Annual Declaration  once their 2025 Q3 EAFRD declarations will be accepted by the Commission (submission deadline is 10th November 2025). In the meantime, the MS can already start to upload the other CSV/XML files and start to fill their Management Declaration(s)

The encoding period of the Annual Accounts and Management Declaration(s)  has also been activated in the Acceptance environment: (Testing by MS) https://webgate.acceptance.ec.europa.eu/sfc2021/sfc-fo/execution/aca/list

Please note that due to technical constraints, the data on the monthly/quarterly declarations of expenditure in Acceptance environment is taken into account for the automatic calculation of differences between the annual declaration and the interim declarations as follows:

  • For the monthly declarations (EAGF) – the declarations that are with status “Signed/Sent”, usually up to the declaration for January 2025;
  • For the quarterly declarations (EAFRD) – the declarations that are with status “Accepted by EC”, only the declaration  Q4 2024.

This could impact some of the validation rules.

Please be aware that the Acceptance environment is only for testing and no data entered there will be transferred to the production environment.

Member States are invited to submit their questions to the email address AGRI-FINANCIAL-AUDIT@ec.europa.eu by the 10 November with the subject “Questions for EGM 17 Nov 2025”.

Any questions received by that date will be answered during the Q&A session with SFC specialists that will take place on the second day of the next Expert Group Meeting, on the 18 November 2025.
